The New York Attorney General says that the UCR fees are rigged to shortchange the beneficiaries.  That they are based upon outdated data, combine bills by nurse practitioners with physicians and too many high charges are eliminated thus lowering the fee.

80% of UCR is the fee paid for most insurance companies for non-network visits.

The Attorney General felt that a reasonable fee for a 15 minute office visit with the doctor for an illness of low to moderate severity in New York should be $200.  UCR is $77 so the usual patient will pay $138.

Fees for health care services have been an issue for many years.  What is a reasonable income for a physician?  How much overhead do they have?  What is a reasonable salary for their help?  Can we afford these price?  What about the working uninsured?
